Ten Propositions by momagri for a New Vision for Agriculture

PARIS, July 2 PRNewswireJacques Carles, Executive VP of momagri, today presented 10 founding propositions for a new food and agricultural policy.

1. To consider agriculture and food as Global Public Goods.

Agriculture is strategic for the future of humanity and should be considered as a Global Public Good because of its relation to the environment and its role in world peace, threatened by the destroying effects of the volatility of agricultural prices.

2. To define equilibrium prices for each agricultural product.

A fixed equilibrium price will be determined corresponding to a fair compensation for producers. This price will differ from one homogeneous zone to another one.

3. To determine a zone of free price evolution.

A zone of free price evolution will be determined around the equilibrium price for every international negotiation. Beyond this zone, a mandatory negotiation process will be launched. If it were to fail, every state could apply a safeguarding clause.

4. To build up intervention stocks managed at international level.

If the markets were to be disrupted, one of the preferred actions of the international community would be to use the public intervention stocks.

5. To initiate negotiations to reduce government aid and subsidies.

The application of this criteria will lead to the reduction of export subsidies and other national aid because the risks of market disruption will be reduced.

6. To set up a levy/ export refunds system.

Exchanges between economic zones will take place through the application of levies or exports refunds whenever market prices evolve outside the free price evolution zone.

7. To encourage investments in the poorest countries.

In the poor countries, reference to the equilibrium price and the definition of the free price evolution zone will take into account development objectives to promote investments.

8. To set up follow-up committees per product.

Each agricultural sector will be supervised by a committee bringing together producing countries and a panel of consumer countries.

9. To set up an International Food Security Council.

A permanent body, the International Food Security Council will be making regulatory decisions. Its members will take turns.

10. To implement steering and decision-making tools.

Mainly though the economic model created by momagri and an international rating agency to be set up.
