Former Chief Architect Beverly Hacker Joins Citizant's EA Group

CHANTILLY, Va., July 2 PRNewswire — Citizant, one of the Washington region's leading providers of government professional technical solutions, today announced that Beverly Hacker, former Chief Architect at the U.S. Departments of Treasury and Housing and Urban Development (HUD), has joined the company.

Hacker brings more than 30 years of government service to her position as Principal Enterprise Architect in Citizant's growing Enterprise Architecture (EA) group, one of the core areas of the company's expertise. She joins Citizant following her recent retirement from the Internal Revenue Service (IRS), where she provided senior technical support in segment architecture development and EA/capital planning (CPIC) integration.

Hacker transitioned to the IRS after serving as Chief Architect at Treasury. In this position, she led the EA team in the development of the segment architecture practice and IT Performance Measures Guide and in maturing Treasury's practice to align with federal requirements and achieve business results.

Hacker's EA initiatives have been successful largely because she has been able to facilitate collaboration between technical teams and business stakeholders. Previously, Hacker succeeded HUD veteran and former Office of Management and Budget (OMB) Chief Architect Dick Burk. During her tenure as Chief Architect, HUD was rated as meeting 94 percent of the Enterprise Architecture Assessment Framework (EAAF) 1.1 requirements for EA practices, making it second only to the Department of Interior (DOI) in that ranking.

Under her leadership, HUD's EA and Data Quality initiatives were recognized by OMB and Government Computer News and featured at MIT's International Conference on Information Quality. Among her other accomplishments at HUD, Hacker:

— Spearheaded the development of HUD's data quality assessment practice;

— Guided the maturity of the EA practice to align with federal requirements;

— Architected the foundation for a centralized database for grants management; and

— Created the Segment Data Architecture Development Methodology (SDADM) to ensure that HUD could maintain line-of-sight visibility from business processes and strategic goals to IT data assets.

Hacker's federal career also includes information management and technology positions at the Environmental Protection Agency (EPA) and National Archives and Records Administration.

As part of the SDADM, HUD collaborated with DOI to share lessons learned and best practices. Now as part of the Citizant team, Hacker is supporting DOI's strategy to promote enterprise-wide data sharing and exchange by focusing on the areas of data architecture, authoritative data sources (ADS), and data quality. Citizant's team, including EA Solutions Director Adel Harris, has been instrumental in extending DOI's Methodology for Business Transformation (MBT), particularly in the data architecture areas. Hacker is also collaborating with Citizant and DOI as part of the Federal Segment Architecture Working Group (FSAWG). FSAWG's goal is to establish a consistent approach to developing and using segment architecture that is applicable government-wide.

Most recently, DOI received the Wilshire Award for Metadata Management Implementation, which cited Citizant as an important contributor to the agency's EA success.
