Enterra Solutions Hails Volpe Center for Winning Award for Global Maritime Domain Awareness

RESTON, Va.-(Business Wire)-September 24, 2008 - Enterra Solutions congratulates the Global Maritime Domain Awareness Program developed by the Department of Transportation’s Volpe Center for winning the 2008 Innovations in American Government Award from the Ash Institute for Democratic Governance and Innovation at Harvard University’s Kennedy School of Government. Admiral H.G. “Harry” Ulrich III, USN, (Ret.) – now Executive Vice President, International Security Affairs Practice at Enterra Solutions – worked with the Volpe Center of the U.S. Department of Transportation’s Research and Innovative Technology Administration to create the Program.

This prestigious honor rewards the success of the Maritime Safety and Security Information System (MSSIS) that was designed to enhance the level of safety and security on the global seas - providing an unprecedented level of visibility into transit and port activity.

In 2005, Admiral Ulrich, then Commander of the United States Naval Forces in Europe, identified the critical need to develop a system that could track the activities of ships. Such a system would identify threats to the Maritime Domain as early and as distant as possible by integrating intelligence, surveillance, observation, and navigation systems into a common operating platform.

With a limited budget and timeframe, Ulrich partnered with the Volpe Center to develop the technology and system and set about meeting with countries across the globe to secure participation. This award speaks to the success of the initiative, which today has the participation of over 50 countries and tracks over 14,000 ships in a real time environment.

Ulrich continues to apply his maritime experience by helping Enterra Solutions’ clients strengthen their global supply chain, port and harbor security, and maritime domain awareness programs. In addition to his duties as Commander, U.S. Naval Forces Europe, Ulrich served as Commander Allied Joint Forces Command Naples; U.S. 6^th Fleet; Naval Striking and Support Forces NATO; Allied Joint Command Lisbon; and Task Force Excel where he led the revolution in U.S. Navy training. He also served as Director of Cruise Missile Plans and Policy as well as Director of Surface Warfare.
