Northwind(TM) Phoenix Garners Top Award from International District Energy Association

ORLANDO, Fla.-(Business Wire)-July 2, 2008 - The International District Energy Association (IDEA) last night presented its System of the Year Award to Northwind Phoenix LLC during ceremonies at the association's 99th Annual Conference & Trade Show in Orlando, Fla.

Given annually, the System of the Year Award is the top honor IDEA can bestow on a public or privately owned district energy system. It recognizes exemplary system performance and service furthering the goals of the district energy industry.

Northwind Phoenix was selected as winner by a panel of IDEA-member judges. "The company impressed our panel and scored near the top in all rating categories," said IDEA President Robert P. Thornton. "Northwind Phoenix has a notable growth record and has effectively allocated resources that demonstrate its commitment to top-quality operation of the business today and in the years ahead. The panel also was impressed with the company's superior efforts at customer interaction and customer focus. In summary, members of the review panel felt that Northwind Phoenix deserved the award and would proudly carry on a tradition of excellence."

In addition, the panel cited the company's

— high energy-efficiency ratings;

— outstanding safety record and program for training, response and recovery;

— excellent community involvement and outreach through partnerships, education, volunteerism and involvement in community and business groups;

— execution of a remote monitoring and control system that further enhances system reliability for its customers; and

— ability to staff efficiently and direct resources to minimize operating costs without sacrificing reliability.

The downtown Northwind Phoenix district cooling system, for example, has had a 100 percent record of reliable service over its seven years of operation.

"It is a great honor for Northwind Phoenix to be selected as the 2008 IDEA System of the Year and to be among the elite list of past recipients," said Jim Lodge, president of Northwind Phoenix and APS Energy Services. "This could not have been accomplished without the dedication and commitment of the Northwind Phoenix team and the support from our parent company, APS Energy Services, and its board of directors."

A wholly owned subsidiary of APS Energy Services, Northwind Phoenix was founded in 1999 and started district cooling operations in 2001. It builds, owns, operates and maintains systems that provide chilled water, heat and electricity to dozens of end-use customers such as office and municipal buildings, hotels, university campus facilities and entertainment venues, including Chase Field and US Airways Center. The company has a network consisting of five systems connected and controlled from a Central Operations Center in downtown Phoenix. The systems serve customers in Phoenix and Tucson, Ariz. (where the company is known as Tucson District Energy), and at the Arizona State University campuses in Tempe and Mesa.

APS Energy Services is a full-service energy services provider and subsidiary of Pinnacle West Capital Corp. an Arizona-based company.

Other past winners of IDEA's System of the Year Award include Con Edison Steam Operations (New York City, 2x); Metro Nashville District Energy System and Constellation Energy Project & Services Group Inc.; the University of Cincinnati; University of Missouri-Columbia; Seattle Steam Co.; Cornell University; Enwave Energy Corp, Toronto; Trigen Energy Baltimore; the University of California, Los Angeles; NRG Energy Center Minneapolis; District Energy St. Paul; and Energy Systems Co., Omaha, Neb.

District energy is an efficient, environmentally responsible method of heating and cooling buildings. District energy systems produce steam, hot water or chilled water at a central plant.
