Arthur Chan Joins Manatt in Washington
LOS ANGELES & WASHINGTON-(Business Wire)-May 6, 2008 - Manatt, Phelps & Phillips, LLP, the national law and consulting firm, announced that Arthur H. Chan, Ph.D. has joined the firm as a senior advisor in the Government & Regulatory Practice Group. He previously served as Democratic Highway Policy Director of the U.S. House of Representatives' Transportation and Infrastructure Committee. Dr. Chan will be based in the firm's Washington, DC office.
Dr. Chan will focus on development and implementation of legislative strategy for businesses and corporations, as well as state and local governments.

Before joining the firm, Dr. Chan spent 15 years in leadership positions with the House Committee, serving as Democratic Highway Policy Director since 2003 and as Democratic Chief Economist for the ten years prior.
Dr. Chan advised the Committee's chairman, sub-committee chairmen and other Democratic members on legislative and political issues. He provided critical policy analysis and recommendations, as well as acting as a liaison to the White House, government agencies, foreign governments, industry, labor and advocacy organizations. Previously, Dr. Chan served a brief stint in the U.S. General Accounting Office as a senior economist.

In addition to his legislative experience, Dr. Chan has been a faculty member at both Boston University and New Mexico State University.
Dr. Chan earned a Ph.D. in economics, Master's Degrees in both political science and economics, and a B.A., with distinction, in economics, all from the University of Nebraska.
