CODY Systems Chosen for Missouri Data-Sharing Project

POTTSTOWN, Pa.-(Business Wire)-February 2, 2009 - CODY Systems, the industry leader in the real-time collection, analysis and sharing of critical data for public safety, law enforcement and intelligence agencies, today announced that is has been chosen by the Cornerstone Consortium, a group of 30 law enforcement agencies, to implement its technology in a multi-agency partnership to fight crime in Missouri’s southwest corner. The data-sharing initiative is being funded through federal grants.

CODY Systems’ technology, including its C.O.B.R.A., ExpressBridge, Records Management, and Mobile Field-Reporting systems, will be in full operation to assist law enforcement, public safety and criminal investigators in Jasper, Lawrence and Newton counties in their pursuit to minimize criminal activity within the tri-county area. The technology will link all agencies’ databases, allowing them to share information on suspects, suspected criminal activity and ongoing investigations within seconds of that information being entered into a database and made available to a central server where the information will sit until it is queried.

The sheriff’s offices of the three participating counties, 27 municipal police departments and other criminal justice agencies will use and gain visibility into this information as well as, at some point in the future, the Missouri State Highway Patrol and Prosecutor’s Office. CODY Systems was chosen for this project for its ability to link disparate vendor RMS systems, as well as the speed with which it makes this information available to not only the participating agencies, but also to “the edge of the network” – any officer in the field.

“Information sharing is by far the most important tool today in fighting crime and staying on top of criminals,” said Jeff Merriman, former lieutenant with the Jasper County Sheriff’s Department, and now project manager for the Cornerstone Data-Sharing Consortium. “CODY has the capability to allow officers on the streets to input their information from their cruisers and into the system and make it available within seconds. It also aids with ongoing investigations because of the breadth and scope of the information that is returned. We are able to see past incidents and known associates that are giving us the upper hand on defeating these criminals. We’re able to do our jobs more effectively.”

Utilizing CODY’s proven Silo Approach™, C.O.B.R.A. keeps each contributing agency’s information segregated from all others in its own Insulated Data Silo. Each agency maintains control over its Silo, including what information to share, and what different users can see. This approach has met stringent privacy and criminal history standards in some of the most critical jurisdictions in the United States, and was developed initially in conjunction with public safety practitioners.

Developed in-house by CODY Systems, ExpressBridge (EXB) allows disparate vendor RMS systems to speak the same language and share data in real-time. Real-time in the ExpressBridge context means that as data is entered at the local level, within seconds, it is translated and available to other agencies, according to data-sharing profiles, access and business rules, and security controlled by the sharing agencies. EXB leverages a constantly growing library of re-usable “templates” for each RMS vendor to bridge the language gap through a set-it-and-forget-it process. ExpressBridge keeps all data sources in real-time synch, over the Web, pushing updates seconds after they are made in the source.

“Law enforcement is an information-overload industry,” said Fred Johnston, director of business development for CODY Systems. “This technology takes a lot of the guesswork out of the equation. It empowers officers in the field and law enforcement agencies on a whole to have the information they need at their fingertips when it is needed; not an hour or a day later. It’s almost immediate and when you’re fighting crime any longer than immediate is too long.”
