Puerto Rico Public-Private Partnerships Authority to Hold First Projects Conference October 15-16

SAN JUAN, Puerto Rico-(Business Wire)-September 17, 2009 - The Puerto Rico Public-Private Partnerships Authority (the Authority) will host its first Public-Private Partnerships: Puerto Rico Projects Conference on October 15 and 16 at the Puerto Rico Convention Center in the Miramar section of San Juan, it was announced today by Carlos M. García, Chairman of the Authority. Registration and hotel information is available through the Authority’s website at www.p3.gov.pr.

“The Conference is designed to attract and acquaint potential investors and contractors to the Commonwealth’s recently established Public-Private Partnerships program and the great opportunity we have here,” said Mr. García. “We have identified a series of projects involving solid waste management, water supply, waste-to-energy and renewable energy projects, transportation, ports, affordable housing, and telecommunications.”

The conference will feature information about specific PPP projects, in addition to presenting the role of PPPs in Puerto Rico’s economic development and the process for initiating a PPP project.

Events the first day, Thursday, October 15th, will include:

  • A presentation titled, “Puerto Rico’s Economic Development Plan, Fiscal Update and the Role of the PPP Program,” covering the most significant components of the P.R. Economic Development Plan, providing a fiscal update and a discussion of the contribution of the PPP program within the context of the plan.
  • Distinguished industry speakers, such as Larry Blain, CEO of Partnerships BC (Partnerships British Columbia), one of the world’s most respected PPP programs. Mr. Blain successfully led the development of 30 projects representing $10 billion in investment since the creation of the BC program in 2002.
  • An overview of the Commonwealth’s public corporations that are in charge of managing the main components of the Island’s infrastructure.
  • A luncheon speech to attendees by the Honorable Luis G. Fortuño, Governor of Puerto Rico.
  • Afternoon sessions presenting specific projects that have been referred to the Authority as having near-term potential for becoming PPPs. The projects are in the most important areas for economic development, such as roads, mass transit, energy, water and solid waste management. Information will be presented in concurrent sessions enabling conference participants to choose which to attend based on their interest.

Events the second day, Friday, October 16th, will include:

  • A presentation titled, “How to Work with Us: Regulations and Partnership Procedures in Puerto Rico,” a practical discussion of public policy guidelines, the legislative framework, and regulations and procedures for establishing a PPP on the Island.
  • Organized group visits to potential PPP project sites for interested attendees.
