Mark Frankena, Former Federal Trade Commission Deputy Director, Joins Cornerstone Research

Frankena, until recently Deputy Director for Antitrust in the Bureau of Economics of the Federal Trade Commission (FTC), as a Senior Advisor in its Washington, DC, office.

Dr. Frankena served as the Deputy Director for Antitrust in the Bureau of Economics of the FTC for six years (1987–88, 2004–09). In this position he supervised the Bureau’s analysis of the competitive effects of mergers, agreements, and company conduct, and he advised the Bureau of Competition and the Commission on enforcement and policy matters. His work at the FTC involved many industries, including pharmaceuticals, healthcare, energy, chemicals, consumer products, and retailing. Dr. Frankena played important roles in analyzing the competitive effects of numerous mergers, including the Genzyme/Novazyme pharmaceutical merger, the R. J. Reynolds/Brown & Williamson cigarette merger, and the Arch/Triton coal merger. During his tenure at the FTC, Dr. Frankena also served as a staff economist and as Economic Assistant to the Bureau of Competition Director, Assistant Director in the Bureau of Economics Division of Consumer Protection, and Deputy Director for Economic Policy Analysis.
Dr. Frankena also has more than a decade of experience as an economic consultant and testifying expert. He has provided testimony on the competitive effects of several electric power and electric/natural gas mergers, as well as in regulatory proceedings, before the Federal Energy Regulatory Commission and state commissions. In addition, he has worked as a consultant on liability and damages in private litigation involving numerous industries, including league sports, satellite and telephone communication services, broadcast and cable television, and haircare products.
Prior to joining the FTC, Dr. Frankena was a tenured associate professor in the economics department at the University of Western Ontario. He has coauthored a book and authored or coauthored several articles on antitrust issues.
Dr. Frankena earned a Ph.D. in economics from the Massachusetts Institute of Technology and a B.A. with highest honors from Swarthmore College.
