Lehigh County and CODY Systems Go-live with Real-time Records Sharing Software for Police Officers and Investigators Countywide

POTTSTOWN, Pa.-(Business Wire)-September 8, 2009 - CODY Systems, the industry leader in integrated public safety software for real-time collection, analysis and sharing of critical data for public safety, law enforcement and intelligence agencies, today announced that 19 agencies within Lehigh County, Pa., are sharing data in real-time on a suite of CODY Systems’ solutions.

The agencies, including the Lehigh County District Attorney’s office, implemented a countywide real-time Records and Data Sharing Network, utilizing a fully integrated solution from CODY, including a Records Management (RMS) module available for each police agency, Mobile Field Reporting for all users and the C.O.B.R.A.™ real-time cross-vendor data sharing system, which connects all agencies under one Data Sharing Network, regardless of the RMS vendor they choose to use. CODY Systems’ technology assists law enforcement, public safety and criminal investigators in their pursuit to minimize criminal activity. The cities of Bethlehem and Allentown are also part of this project.

While each agency maintains their own RMS data, they are connected under a real-time information sharing network that allows authorized users from all agencies to access information from any agency on persons, vehicles, incidents, photographs, etc. at the station or in the field on mobile units. When a user at one agency saves information on a person, incident, or vehicle, including photographs, into their RMS, it is available for searching by authorized users within seconds. The system provides users with a mobile field-reporting module that allows mobile officers to complete, submit and approve reports wirelessly to their RMS.

Other key Network features:

No Commingling of Agencies’ Data – Despite the fact that information is shared across jurisdictions, at no time is any agency’s RMS data commingled with any others.

Collaborative Governance – The system was designed and implemented in accordance with the Pennsylvania Attorney General’s regulations regarding data sharing, specifically in regard to Criminal History Records Information.

Access in the Field – C.O.B.R.A. provides real-time access from mobile units over wireless connections in the field, pushing data out to the edge of the network.

Different RMS Vendors - C.O.B.R.A.’s ExpressBridge technology translates data in real-time from different RMS vendors. There is no need for agencies to use CODY’s RMS or otherwise switch RMS vendors. They simply keep what they have, and C.O.B.R.A. connects with them.

NIEM - C.O.B.R.A. is compatible with NIEM, making upstream interoperability efficient.

Fusion Center – C.O.B.R.A.’s cross agency foundation, together with analysis tools from our partner Visual Analytics, Inc. are ready for future growth.
